The mods on it exist in an inherent state, they cannot be changed. I would merch it, might be able to get ~5k if you try.

This mod combination can be useful at times - 2 damage reduction mods, maximize your damage reduction if you already got high hp. And finding exact combination of mods like this is pretty hard (I'm looking for a -3hex/+10vBlunt for a couple months now)

But selling those is also pretty hard as very few players look for them or are aware of the benefits.
I wouldn't sell below 5k
